[1]               David Melding: Good afternoon, everyone, and welcome to this meeting of the Constitutional and Legislative Affairs Committee. I will start with the usual housekeeping announcements. We do not expect a routine fire drill, so, if you hear the alarm, please follow the instructions of the ushers, who will help us to leave the building safely. I remind you that all mobile devices must be switched to ‘silent’. These proceedings will be conducted in Welsh and English. When Welsh is spoken, there is a translation on channel 1, and channel 0 will amplify our proceedings.

[2]               David Melding: There are two affirmative resolution instruments to do with animal welfare, on the identification of dogs and the breeding of dogs, along with the reports on those instruments, which obviously point out issues that have been of concern to us for some time. Do Members have any further queries?

 

[3]               Suzy Davies: I would like to ask what happens next, because, as you said, these are not newly expressed concerns. Do we know when they are due for debate? Is it this week, or next week?

 

[4]               David Melding: It is next week, I think.

 

[5]               Suzy Davies: Have we had an indication from the Government as to how strongly it is taking these concerns into consideration?

 

[6]               David Melding: We were hoping that the Government would give us a response, but we have not had anything. Our reports are pretty clear, I think, and anyone reading them will realise that we have not exactly been reassured about these, compared with the draft regulations.

 

[7]               Suzy Davies: Thank you. I was just checking that I had not missed a Government response. That was all, really.

 

[8]               David Melding: So, you have not, and the evidence—our report—will be before the Assembly next week. This issue has attracted a lot of public attention, and others from outside will obviously have access to these as they are public documents. Is there anything further? I see that there is not. Okay. So, we will approve those reports.

[9]               David Melding: I move that

 

the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order 17.42 (vi).

 

[10]           I see that no Member objects, so we will now meet in private. Please clear the gallery and switch off the broadcasting equipment.
